Abstract

A research paper on the collaborative development approach of the Mueang Len Subdistrict Municipality, San Sai District, Chiang Mai Province, with nearby local administrative organizations. Objectives : 1) study the collaborative of the Mueang Len Subdistrict Municipality with nearby local administrative organizations 2) study the supporting factors and obstacles factors of the Mueang Len Subdistrict Municipality with nearby local administrative organizations 3) Study the guidelines for the development of collaborative between Mueang Len Subdistrict Municipality with nearby local administrative organizations in order to develop the potential of local administrative organizations to be able to provide public services to the people to the fullest ; This research uses a qualitative research methodology. A semi-structured interview was used. The informants were 7 senior executives and director of the Muang Len Subdistrict Municipality, and 5 senior executives' local administrative organizations with nearby areas, totaling 12 persons. The results of the study found that the collaborative between the Mueang Len Subdistrict Municipality and the local administrative organizations with nearby areas, most notably, is collaborative in disaster prevention and mitigation. Factors that support the collaborative are those on problems facing the local community, such as the shortage of personnel and materials. equipment required for operation as much as the obstacles factors are the vision and policies of the executives that are not in the same direction, including the insufficient budget for local development. For the guidelines for the development of collaborative should start from Negotiating with local administrators to integrate together by making a memorandum of collaborative between the Mueang Len Subdistrict Municipality and the local government organizations in nearby areas to drive public services to bring more benefits to the people.
