Abstract

This research studied states of problems and restrictions on access to social security fund benefits of both Thai workers insured and migrant workers, especially women migrant workers. that the employer has registered in the social security system responsibility of the Chiang Mai Provincial Social Security Office, using the study method from research participant observation and in depth interviews from social security office, insurers, who involved in access rights and consideration of benefits. The study found that access to social security fund benefits under the Social Security 1990 Act of Thai workers and migrant workers, especially women migrant workers with insured status. There were problems in accessing benefits with 6 things. Firstly the time, Secondly the number of contribution installments, Thirdly the gender, Fourthly the masculinity and femininity condition, Fifthly service attitude and Sixthly Documentation conditions with difficult conditions and there were complex methods confusion in practice has become to delay in obtaining rights in the status of helping insurers. It also caused the loss of the insured to access rights as well.
