Abstract: The objective of this research was to develop the strategies to promote schools as being schools of innovation of local governments in Chiang Rai province, divided into four phases as follows: Phase 1: The identification components and indicators to promote schools as being schools of innovation of local governments in Chiang Rai province. The obtained components and indicators were then confirmed by twelve experts from the connoisseurship using a confirmation form, and data were analyzed by summarizing in issues; Phase 2: The investigation of states, problems, factors supporting, and guidelines to promote schools as being schools of innovation of local governments in Chiang Rai province. The investigation of states, problems, and factors supporting to promote schools as being schools of innovation was studied from ninety-four school directors by a five-rating scale questionnaire, and data were analyzed by using mean and standard deviation, the guidelines were studied from fifty-five respondents by open-ended questions, and data were analyzed by content analysis; Phase 3: The development and verification of strategies to promote schools as being schools of innovation of local governments in Chiang Rai province by ten experts and data were summarized in strategies. The strategies were verified the accuracy, suitability, possibility, and utility by ten experts. Data were analyzed by mean and standard deviation; Phase 4: The studying the implementation results for the development of strategies to promote schools as being schools of innovation of local governments in Chiang Rai province, the satisfaction instrument used was a questionnaire from each project participant, data were analyzed by mean and standard deviation, and the reflection used was open-ended questions and a recording form by each project participants. Data were analyzed by frequency and rank, Results of the research were found as follows: 1. Results of synthesizing and confirming the components and indicators to promote schools as being schools of innovation of local governments in Chiang Rai province consisted of 5 components, and 31 indicators as follows: 1) The administrators had a vision and innovative competencies consisting of 8 indicators, 2) The learners had innovative skills, characteristics, and competencies consisting of 6 indicators, 3) A school curriculum based on innovative competencies consisting of 4 indicators, 4) The teachers who created learners as innovators consisting of 6 indicators, 5) The facilities were supported administration and learning management consisting of 7 indicators. 2. Results of investigation of states, problems, factors supporting, and guidelines to promote schools as being schools of innovation of local governments in Chiang Rai province, 1) the states in actual practice overall were overall at a low level; 2) the problems were overall at a moderate level; 3) the factors supporting were overall at a high level; 4) the guidelines to promote schools as being schools of innovation consisted of factors of school management, the management methods, technology and communication, knowledge and knowledge management, analysis and synthesis, and collaborative networks. 3. Results of drafting and formulating strategies to promote schools as being schools of innovation of local governments in Chiang Rai province strategies to promote schools as being schools of innovation of local governments in Chiang Rai province verified consisting of 1 vision, 8 missions, 3 goals, 4 strategies, and 18 indicators. The verification of the accuracy, suitability, possibility, and utility was at the highest level. 4. The implementation results in the development of strategies to promote schools as being schools of innovation in terms of Core Strategy 1: Strategic Planning, Policy, and Vision, the satisfaction with the project for training workshops to develop the potential of the preparation of educational development plans of Local Government Organizations and schools under the Local Government Organizations were at a high level. In terms of Core Strategy 2: The Plan Implementation, the satisfaction with a project of organizing the learning process according to the Philosophy of Sufficiency Economy was overall at a high level. In terms of Core Strategy 3: Verification, the satisfaction with a project of the workshop to evaluate educational institutions’ curricula with learning management technology was overall at the highest level. In terms of Core Strategy 4: The Appropriate Operations, the satisfaction with a project of an innovative exhibition of educational institutions was overall at the highest level.
