Abstract: | This research aims to 1) study the effects on works according to the Public Procurement and Supplies Administration Act B. E. 2560 of Regional Customs Office 3 and the related customhouses, 2) examine the changes according to the Public Procurement and Supplies Administration Act B. E. 2560 in the Regional Customs Office 3 and 3) understand the consequences of change according to the Public Procurement and Supplies Administration Act B.E. 2560 of the Regional Customs Office 3 and the related customhouses. The research will be collected the information from 26 interviewees. To collect data, a semi-structure interview is used as a research tool and related document was also studied. The results reveal that 1) the Public Procurement and Supplies Administration Act B.E. 2560 has affected the work related to Public Procurement and Supplies Administration Act B.E. 2560 in both positive and negative ways. The positive aspects affect the works in terms of work flow and process, staff and human resource development and the proficiency skills but do not affect the organizational structure, the administration, the working strategy and the shared values in the organization. 2) With regard to changes, the 3 phases of work are developed according to the Public Procurement and Supplies Administration Act B.E. 2560. 1. To Unfreezing phase, the Regional Customs Office 3 has accepted that it is necessary and important to alter the procuring works align with the Public Procurement and Supplies Administration Act B.E. 2560. 2. To Changing phase, the organization has changed the aspects in terms of the internal structure, human resource and skill. 3. To Refreezing phase, the organization has encouraged the staff to frequently attend the training programs so that they could have efficiency and effectiveness in procuring works aligned with the Public Procurement and Supplies Administration Act B.E. 2560. 3) The procurement processes were successfully done since the procedure plan are well organized and aligned with the regulations from the beginning to the final stage. Therefore, the organization has the sufficient supplies for the staff to work. Aside from the satisfaction of the users, the budget is under controlled. The Regional Customs Office 3 has the effective procurement process under Public Procurement and Supplies Administration Act, B.E. 2560. |
