Abstract

The objective of this research is to identify problems and obstacles in municipal human resource development of Wiang Phrao Subdistrict. The research assessed the need for potential development of officers to be used as a guideline for the potential development of suitable personnel of Wiang Phrao District community. This research is a qualitative research by interviewing 27 informants and exploring from related documents. The result demonstrates there are continuous obstacles in term of human resource development, budget and a lack of material and equipment of Wiang Phrao Subdistrict Municipality. It was found that those individual require to develop their knowledge and skills specific to their job role because it is related to their promotion. They also recognize the need for ethical development to be applied in practice appropriately. An improvement for operational efficiency was affected by ensuring Wiang Phrao Subdistrict Municipality is a great place to work. In term of the guidelines for the potential development of suitable personnel, it was found that Municipalities and other local government organization should have exchange of knowledge within the organization and between organizations. There may be a group of practitioners in each area to provide advice on any issues in the development of personnel in each department. The training or group activities that promotion working as a team within the organization would be an option. This would enhance the performance of personnel and the development process as a whole.
