Abstract: The objectives of the research entitled ―Development of a management model for the 4.0 era school for senior citizens under Chiang Mai city municipality‖, were as follows: Phase 1: To study and synthesize the components of a management model for the 4.0 era school for senior citizens under Chiang Mai city municipality in Thailand, data resources were 20 schools and key informants were 7 experts, instruments used were a component synthesis and a record form, data were analyzed by percentage and content analysis; Phase 2: To investigate the feasibility and guidelines of management for the 4.0 era school for senior citizens under Chiang Mai city municipality key informants were 19 experts, instrument used was an in-depth interview, data were analyzed by content analysis; Phase 3: To develop and verify a management model for the 4.0 era school for senior citizens under Chiang Mai city municipality, key informants were 21 experts, instruments used were a draft model, a meeting record from, a verification form, and an evaluation form, data were analyzed by summarizing, mean and standard deviation, percentage; and Phase 4: To study the implementation results of a management model for the 4.0 era school for senior citizens under Chiang Mai city municipality, key informants were senior citizens under Chiang Mai city municipality and relevant persons, instruments used were a meeting record, an operational record form, an observational form, and an open-ended question form, data were analyzed by summarizing, content analysis, and descriptive analysis. Results of the research were found as follows: Phase 1: Results of studying and synthesizing the management components in step 1.1 consisted of 6 components and 31 sub-components, step 1.2 consisted of 6 components and 39 sub-components. Phase 2: The investigation results of the feasibility and guidelines consisted of 6 components and 36 sub-components. Phase 3: Results of developing a management model for the 4.0 era school for senior citizens under Chiang Mai city municipality was named ROO(pdca)MCF model, consisting of 6 components as follows: 3.1) rationale, 3.2) objectives, 3.3) operational procedures, 3.4) management structure and mechanism, 3.5) curriculum and learning management, and 3.6) factors for achievement; verification results of the management model in section 1 had the correction and suitability, evaluation results in section 2, the possibility and the utility were at the highest level. Phase 4: The implementation results were found that a complete management model for the 4.0 era school for senior citizens under Chiang Mai city municipality consisted of R-O-(PDCA)FSC could be applied in practice with an operational guideline in the model of a participatory management and administrative processes in terms of a Deming Cycle of PDCA. These would help the operations in all areas more effective and efficient productivity. There were the operational procedures in accordance with the guidelines for the educational development for quality senior citizens. Moreover, there would be the guidelines to support the effective model implementation through collaboration among administrators, practitioners, senior citizens, students, and the community, as well as the stakeholders who had contributed to success, achieved the goals. There would be benefits to educational institutions, teachers, learners (senior citizens, students) and communities effecting to the educational development for the senior citizen society of the nation in the future.
