Abstract: The study of “Accessibility for Educational Services of Stateless Students in Sahasartsuksa School, Chiangrai Province” has its purposes of study which were (1) to study and analyze the opportunities, problems and obstacles that stateless students can be accessed to educational services (2) to study government and school’s administrators’ policies which support educational services of stateless students (3) to guide solutions that may increase opportunities to access into educational services by interviewing school personnel (headmaster, teachers, stateless students), and outsiders (NGOs). For data analysis, those were based on legal citizenship concept to consider 3 issues; First, governmental policies and practices. Second, supporting stateless students via Sahasartsuksa school. And last, Action of NGOs to solve problems and help students get through obstacles. We represented that governmental policies and practices are essential parts to let stateless students have civil registration and status but practically, there are many obstacles such as insufficient government staffs who are in charge in this issues or other negative attitude to stateless students. For school management, administrators created policies and encourage the students and follow up the result. Moreover, this school provided the education without any fee and NGOs always give advices. From sample group of Sahasartsuksa stateless students have once asked for citizenship but they don’t have enough evidences. This sample group is virtual Thai people. In conclusion, the problems and obstacles of them are not about living, in contrast, it’s about getting equal human rights as those who have legal citizenship. Suggestions: (1) Public or other schools where have the same context with Sahasartsuksa school should establish emergency fund for helping stateless students who can’t reach several rights. (2 ) Many schools should have cooperation between community’s leaders, guardians and especially NGOs. To give students advices and help them about process of getting citizenship. (3) In terms of academic, this research studies in case of school, so researcher suggests others to study about life of stateless students after they graduate from school.
