Abstract: The purpose of this study is to study the current conditions and problems in the civil productivity dimensions of both Thailand and foreign countries and develop into a workshop model for civil productivity enhancement based on the King's philosophy. The target groups are educational supervisors and social studies teachers of high schools in the upper northern region. The research tools are document analysis form, survey of the learning process based on concept of civil productivity, questionnaire before workshop for civil productivity enhancement based on the King’s philosophy, and the evaluation form for civil productivity. Statistical analysis data is used to find the frequency and percentage together with the analysis of related researches on the productivity concepts of the processes of Zhao and Paitoon Sinlarat, the King's philosophy concept, the Thailand 4.0 education policy concept including evaluation and advice from related experts in education and personnel working related to King’s philosophy. The results of the study demonstrate that the productivity concepts are consistent with the concepts of the King's philosophy in terms of enhancing the learners to create analytical thinking process in a creative way, applying the original body of knowledge to the new body of knowledge for creating concrete works responding to society based on responsibility foundation towards oneself and society with morality and ethics. In addition, teachers and educational supervisors have consistent opinions about the importance of ethics and morals that should be more instilled in creating citizens through the education system. However, the main obstacle from the workload apart from teaching work makes the teaching process based on productivity concepts quite difficult. If the productivity concepts are applied to teach in social studies as well as integrating with King’s philosophy from government policies, it would make Thai society develop more sustainable citizenship through education. At the same time, educational supervisors have the opinion that the large workload of social studies teachers would be an obstacle to misunderstandings or not fully understood in the process of productivity concepts. Hence, the curriculum in teaching teachers should be properly organized and considered to be suitable for the context of Thai society. I, as the investigator therefore created a workshop for civil productivity enhancement based on the King's philosophy under the name ' We Love King Module' in order to create an understanding of civil productivity enhancement' based on the King's philosophy of His Majesty King Maha Bhumibol Adulyadej the Great (Rama IX), and can be adapted for teaching and learning management, educational evaluation for educational supervisors and social studies teachers in further development of teaching and learning.
