Abstract

The study entitled " Migrants Regulation Enforcement of Administrative Officers in Napupom Subdistrict, Pang Mapha District,Mae Hong Son Province ". The study results can be divided into four parts : 1. General conditions and data of aliens in Na Pu Pom Sub-district area: This section shows that the topography of Na Pu Pom Sub-district is mountainous switch to plains and border on Myanmar. Population of the migrants can be classified into four groups: 1) Minorities with identification number preceded by number 6, are highlanders in nine tribes; 2) Minorities with identification number preceded by number 6, are highlanders which survey in 2000; 3) Children of people and community on highland which identification number preceded by a number 7; 4) Persons who had no registered status. 2. The authorities and duties of the administrative officers including migrant registration control by Registration Office of Pang Ma Pha District in surveying, inspect, and prevention of corruption on registration in Pang Ma Pha District. Moreover, the administrative officers also have an obligation to protect and maintain public order which require the local level mechanism such as sub-district headman and village headman as the main mechanism of notification, together with the prevention of crime. 3. The main problems caused by the migrants action include (a) Crime issue; (b) Resources issue and (c) Occupation issue. 4. Problems and threats of state policy: The problems and threats of administrative officers in the performance can be divided into six aspects: 1) Communication problems; 2) Transportation problems; 3) Migrrants’ residential problem; 4) Legal problems; 5), Personnel problems, and 6) Problems on policy which is inconsistent with the context of operational area.
