Abstract: The purposes of this research were to develop the competency-based language teaching lessons to promote English listening-speaking skills among undergraduate students and to compare the self-confidence before and after using the lessons. The population was 30 Payap University second year students enrolled in the fundamental English III (GE 208) course in the second semester of academic year 2014. There were three types of research instruments. The first was for designing the proto-syllabus and seven lessons based on the competency-based language teaching activities. The second was for evaluating the effectiveness of the lessons consisted of lesson plan evaluation form and listening-speaking English skills assessment form. The third was for collecting data, including self-confidence test before and after learning through competency-based language teaching lessons. The data obtained were analyzed by using mean and standard deviation. The findings were as follows: 1. The competency-based language teaching lessons to promote English listening-speaking skills consisted of proto-syllabus and seven lessons which were very effective. 2. The students’ self-confidence increased after learning through the competency-based language teaching lessons.
