Abstract: | The study "President’s Leadership of Women Empowerment Funds Committee, Lampang Province" aimed to 1) investigate the president's leadership of women empowerment funds committee, Lampang Province, and 2) study the differences of leadership and explore the factors affecting the president's leadership of women empowerment funds committee, Lampang Province. The methods employed in this qualitative research were documentary research and in-depth interview. The participants included the president of the women empowerment funds committee, Lampang Province, the committee members of women empowerment funds in Lampang Provice, provincial civil servants, and women groups in Muang District, Lampang Province. The data was analyzed using descriptive analysis. The following aspects of president's leadership of the women empowerment funds committee, Lampang Province were revealed from the present study. In terms of task-oriented aspect of the leadership, it was found that the president of the women empowerment funds committee, Lampang Province tried to achieve the objectives of the funds but limited administrative experience caused the overlapping roles as a local politician and a president of the funds. Because of the different structures and roles and volunteer nature of the role of a president; thus, the president focused on creating motivation to work together for the benefits of the community. This could be considered as the most important conditions and skills of the president's leadership of the women empowerment funds committee, Lampang Province. For the relationship-oriented aspect of the relationship, the data suggested that the president worked with the committee by brainstorming based on building the basic belief related to cultures, family network, and mutual respect. In relation to the 3D theory of leadership, which focused on the low and high dimensions of the effectiveness, it was found that the format of the women empowerment funds was established by the government's policies lacking of organization development. In addition, because of the informal structure, there were limitations in employing the 3D theory in the study. The 3D theory is more appropriate for the analysis of an organization with formal line of authority than the analysis of the women empowerment funds which relied more on relationship system than line of authority. Furthermore, the findings indicated that the relationship-oriented aspect of the leadership affected the determination of the factors related to the leadership of the president. Firstly, political benefits, that was to gain popular votes from women groups, were a driven force in creating the leadership. Other factors affecting the leadership of the president included the relations with the women groups in Muang District, Lampang Province, compensations, and the characteristics of the president. From the study it can be suggested that the task-oriented aspect of the leadership of the president should focus more on task planning. The regulations of the women empowerment funds should also be clear and the operational steps should be appropriately set up. Finally, the operation of the projects under the women empowerment funds should have follow-ups and evaluation especially funded projects in order to investigate the benefits from the budget allocated as well as the problems and obstacles. Also the results can be used to develop future projects. |
