ปัญหาและอุปสรรคในการจัดการท่องเที่ยวในแขวงหลวงพระบาง สปป.ลาว ระหว่าง พ.ศ.2555 – 2557

Abstract

The study of Problem and Obstacle of Tourism Management in Luang Prabang Province, Lao, PDR During 2555 – 2257 B.E. aimed at analyzing the tourism management and Lao People’s Democratic Republic in Luang Prabang Province During 2555 – 2257 B.E., along with analyzing the problems on tourism management in Luang Prabang Province according to the principle for world’s heritage city management During 2555 – 2257 B.E. Data were collected by the in-depth interview with the samples population; namely, the government officers of Lao People’s Democratic Republic; tourism section, strategy and investment section and tourist police; people who live in Luang Prabang Province; Thai and foreign tourists who travel in Luang Prabang Province; and entrepreneurs who conduct the business about the tourism.

The results of the study found that the policies and plans of the government section took the role on the protection of tourism in the preservation zone of Luang Prabang Province as well as practices on the specific plans. The city and province development strategies were specified to promote Luang Prabang Province ads a center for cultural, historical and natural tourism. It was also a center for education and public health in the Northern parts of Laos along with the center for recreation, services and the gateway to the Northern region. According to increasing economic expansion, the planning of the government sector took an important role on defining the direction and guideline for the investment of both domestic and international business men. Therefore, the related sectors must work harmoniously and integrated works with one another.

In terms of problems found in the tourism management in Luang Prabang Province according to the principle for world’s heritage city management, it was revealed that local people immigrated to the outer area. As a result, the business men who invested in the area adjusted the local people’s habitats to be the accommodation services such as motels or hotels. They also brought new cultures which affected original cultures, traditions and lifestyles of local people. The solution for this problem was the government sector, private sectors and people should cooperate and discuss about maintaining the tourism in the preservation zone because the expansion took important role on the mentioned conservation. Moreover, the sectors should provide tourists extensive and enough information and recommendations about the practices while travelling in Luang Prabang Province by using restaurants, residences and hotels as the places for spreading the information to tourist in order to prepare for facing problems in the future.
