Abstract: | Independent Study entitled “Innovative Creation to Promoting Local Empowerment: A Case Study of Mascot Character “KUMAMON” of Kumamoto Prefecture, Japan” was studied for the following purposes; (1) to learn about background of Kumamon’s Innovative Creation (2) to study about the results of using Kumamon as the Local Innovation. According to the results, Kumamon was created by government of Kumamoto Prefecture, Japan. It was created in 2010 for a campaign called to draw tourists to the region after the Kyushu Shinkansen line opened. Regarding to Japan bureaucratic system decentralizes its authority to local, provides for directly elected governors, mayors, and assembly members. At the local-government level, authorities have a wide range of functions and fiscal responsibilities etc. Local government knows how to contribute the policies that are the most relevance to the local need. After Kumamoto Prefecture made use of Kumamon, Per Capita income, number of tourists, merchandise sales and Agricultural Products sales in Kumamoto were remarkably increase. Moreover, Kumamoto people are proud of Kumamon and their Local. This motivate people participate in the public administration and local politics. It helps promote of local empowerment. |
