Abstract: This thesis entitled “Analysis of Thailand’s Creative Economy Policy : A Case Study of Applying Chiang Mai Creative City Development” aim to 1) Examine into propulsion of policy in concept of Thailand Creative Economy. 2) To study the situational development of Chaingmai Creative City. 3) To synthesize the utilization in the expansion of Thailand Creative Economy and Chaingmai Creative City based on a framework of Creative Economy, Cultural Industry, Creative Class, Creative City, and Chaing Mai Creative City. This thesis employed a qualitative research methodology through in-depth interview of ten people from three group stakeholders, being: executives or officers who concerned to Chaing Mai creative city, specialist or researcher and entrepreneur, and a quantitative research methodology through a survey using questionnaire distributed to sample group of people in Chaing Mai. The result from the qualitative study showed that the structure of propulsion of policy in concept of Thailand Creative Economy consists of three issues, being: (1) creative policy management, (2) research and development, and (3) encouragement the creative economy. And the utilization of Thailand Creative Economy structure to Chaing Mai creative city Development consists of five issues, being: (1) Chaing Mai creative city management system, (2) Chaing Mai creative city research and development, (3) Cooperation and contribution to Chaing Mai creative city, (4) Communication of Chaing Mai creative city, and (5) Chaing Mai creative city Development and support. The quantitative research found that the perception from information of Policy of Creative Economy and Chaing Mai creative city development is at the low level (mean of 2.19), understanding about the policy of creative economy and Chaing Mai creative city development is at the middle level (mean 2.83), while the contribution to Chaing Mai creative city is also at the low level (mean of 2.52). The first development approach from general public is support in human resource management in order to essentially continue in development of Chaing Mai (mean of 4.41). The result from qualitative and quantitative research can be integrated and synthesized into 5 dimensions of a policy of Thailand Creative Economy with ChaingMai creative city development, being: (1) appropriate management system, (2) research and development, (3) cooperation and contribution, (4) sustainable development, and (5) communication of creative economy and creative city.
