Abstract

The objectives of this research were to study factors affecting people participation in village management overseeing by village committee, investigating people participation in village management with village committee and examining village management achievement in Pong Gwow Village, Samoeng Nua Sub-district and Pang Toem Village, Mae Saab Sub-district, Samoeng District, Chiang Mai Province. Questionnaires were used as an instrument in collecting data from 134 people in Pong Gwow Village and 141 people in Pang Toem Village. Data were analyzed by the Statistical Package for Social Science, including not only Descriptive Statistics which were Frequency, Percentage, Mean and Standard Deviation but also Inferential Statistics which were Spearman Correlation Coefficient and Independent-Samples t-Test. Findings could be summarized as follows: With reference to factors affecting people participation in village management ,it indicated that in terms of community factor, people in Pong Gwow Village took part in participating and helping one another in activities and projects more than people in Pang Toem Village. Moreover, due to the support from the government organizations, Pong Gwow Village gained more support from the government organizations than Pang Toem Village. With regard to village management achievement of village committee in Pong Gwow Village and Pang Toem Village, the study showed that the general village management achievement of village committee in Pong Gwow Village was quite higher than in Pang Toem Village in all aspects. This was because Pong Gwow Village committee gave priority to people participation. People in Pong Gwow Village fully took part in participating and helping one another in activities and projects so that village management has achieved. However, there were problems in people participation in Pang Toem Village. People had limited knowledge understanding, and recognition in participating village activities and projects. The village committee also lacked adequate skills, knowledge, ability and experience in village management, for instance. Finally, on the subject of approaches in developing and strengthening people participation in village management, as for Pong Gwow Village, they should consistently keep the standard of village management achievement. The public sector organizations should also promote Pong Gwow Village as the model community and support other communities to study, learn and exchange experience in Pong Gwow Village management. However, in the matter of Pang Toem Village, the government organizations should allocate sufficient budget for them to carry out activities and projects. Activities in community leaders’ capacity building and a campaign in encouraging people consciousness in participation should also be arranged. Community leaders and village committee should realize and concentrate in asking for coordination and support from the public and private sectors incessantly. Moreover, Pang Toem Village people should take more time in participation by joining activities in capability development, taking part in brainstorming meetings and proposing demands and suggestions in order to contribute to the more successful village management.
