Abstract: The objective of this study was to study the digital literacy competencies and the factors that promoted the digital literacy competencies in the performance for librarians at Thai research university libraries. The tool used was a questionnaire. The population used in the study were: librarians (including information specialists and information professionals) who worked in 9 National Research University Libraries, totaling 282 people. The total of 241 questionnaires (85.46 %) were returned. The statistics used for data analysis were frequency, percentage, mean and standard deviation. The results of the study of opinions on digital literacy competencies, which consisted of knowledge, skills and attributes. It was found that as a whole, librarians were the first priority in attribute competency the overall average was at a high level (x ̅ = 4.50). The top 3 averages were: morals, ethics and professional ethics (x ̅ = 4.62) awareness of protection of privacy and intellectual property rights (x ̅ = 4.61) respected and complied with the law (x ̅ = 4.60). The second priority in skill competence the overall average was at a high level (x ̅ = 4.15). The top 3 averages were: basic skills for librarians (x ̅ = 4.28) professional skills for management (x ̅ = 4.17) professional skills for developed digital information resources (x ̅ = 4.12). And the third priority in knowledge competence the overall average was at a high level (x ̅ = 4.08). The top 3 averages were: the basic knowledge for librarians (x ̅ = 4.28) professional knowledge for developed digital information resources (x ̅ = 4.10) professional knowledge for management (x ̅ = 4.02). The results of this study of factors that promoted digital literacy competencies in practiced for librarians at Thai research university libraries found that the average was included in the high level (x ̅ = 4.48). The top 5 topics with the highest total averages were: staffs and human resources development (x ̅ = 4.55) infrastructures (x ̅ = 4.54) policies of library administrators (x ̅ = 4.50) university policies (x ̅ = 4.46) and external environments (x ̅ = 4.40).
