Abstract

This study examines Guidelines for Collaborative Development to Solve Economic Problem of the Public-Private Joint Committee, Phayao Province. The objective is to examine the role and forms of cooperation within the Phayao Provincial Administrative Organization Committee at each stage of the Phayao Provincial Economic Policy and to suggest guidelines for enhancing this cooperation. Utilizing a qualitative research method, data were collected from relevant documents and through semi-structured interviews. The study found that the private sector influences the policy agenda by raising issues during meetings of the Public-Private Joint Committee of Phayao Province. This committee jointly decides on solutions to these problems, considering various options and enabling relevant government agencies to implement the agreed-upon guidelines. Monitoring and evaluation involve the private sector setting the agenda, allowing agencies to report progress. In the government sector, this process involves directives from supervisors, with relevant agencies reporting to meetings and recommending further guidelines. The committee's cooperation model within the Provincial Administrative Department includes various forms of collaboration at each policy step, often involving coordination among multiple agencies working together under the same process. Responsibilities are divided to enable effective collaboration within defined scopes of duty. Developing cooperation between the public and private sectors requires strengthening both formal and informal relationships, which positively impacts the province's economic policy. Emphasizing the private sector's involvement in various activities is crucial. Additionally, leadership is key in fostering cooperation, guiding all parties to recognize its importance, and mediating negotiations to find joint resolutions within the Public-Private Joint Committee of Phayao Province.
