Abstract

The objectives of this research are 1) to study and analyze the factors affecting the long tenure of the mayor of Lamphun; 2) to study and analyze the factors. Methods for maintaining the political power base of the mayor of Lamphun, as well as other factors such as competition formats, competitors, environment within the municipal area, municipal management system, regional management system and the management structure system, political governance at the national level, etc., that influence such a long tenure. Research tools are the collection of data through in-depth interviews. From a group of people or representatives by selecting informants according to the objectives of the study, including the mayor of Lamphun, representatives of the people in the Lamphun Municipality area, permanent government officials, the Municipal Executive Committee members and political competitors, totalling 30 people, using the method of taking notes and recording interviews. The results of the research found that Mr. Praphat Phucharoen held the position of Lamphun city Mayor, for a record of 6 consecutive periods, totalling 29 years until the present. There are two factors in maintaining the political power bases: 1) Personal factors of the Mayor of Lamphun City Municipality, having very good personality characteristics, age, education, and work experience and creativemen. As a result, the local area has advanced development and new innovations more to local government organizations together with the Mayor of Lamphun Municipality who have social capital in terms of reputation which promotes the prestige of individuals who have supportive elements that enable local leaders to be elected for several terms and hold political power. 2) Support from the people and other factors from public representatives, civil servants, executive committees, the elderly, and disabled people, various occupational groups in the area. This group of people will continue to support the Mayor. There is an exchange of benefits with each other, such as the establishment of a medical division to care for the disabled and the elderly to serve people who want to use medical services. The establishment of the Hundred Thousand Lantern Festival, etc. There are 3 important issues in maintaining the political power bases of the mayor of Lamphun that allow local leaders to remain in political power for many periods: 1) Personality building. The leader must have following leadership qualities that make people choose, with a broad vision, hard work, and good human relationship. 2) Dissemination of information on policies, missions, activities, including the results of operations of Lamphun Municipality to the public by visiting the area and explaining key issues to the local people. 3) Participating in public benefit activities, local fairs and supporting public events, merit-making ceremonies, funerals, organizing project activities to promote the elderly and the disabled, and meeting local leaders on regular basis.
