Abstract: this research study the starting point was to study the roles and participation of water user organizations with indirect funding from the Office of Academic Social Administration, Chiang Mai University. in collaboration with the local research office of the Science Promotion Board Research and Innovation (TSRI) in the study area of Doi Ngu Reservoir Project Wiang Pa Pao District Chiang Rai It is the main project extended to the area of the Mae Taeng water transmission and maintenance project, Chiang Mai Province for comparison. Because the area of Chiang Mai, the urban context and the demand for non-agricultural water use has increased at an exponential rate. The initial research question therefore concerns the economic worth of diversion of limited water during the dry season to restore the ecosystems of urban water resources. This is due to effective wastewater management. Compared with solving wastewater problems with at-situ treatment, from observing and following up the work of the water user group for more than 3 years, the author therefore understands the nature of the participation process, divided into 2 forms. is the allocation of water in the sub-canal system according to the water distribution cycle pattern still occurs effectively at the same time, water user groups are often subject to interference from government agencies? in the use of water to control water pollution or to always be used for tourism in urban areas This violates Elinor Ostrom's conditions for managing water resources in a manner of co-management, and in most important respects. Water users who lack the incentive to cooperate in maintaining sustainable water sources. Especially when expanding the Unit of Analysis to cover all 3 water sources near the city, namely the water source from Mae Taeng, Mae Ngad Dam and Mae Kuang Dam. and three sectors utilizing water sources, namely the agricultural sector, the production of tap water for consumption and consumption. and the use of water for dilution from wastewater that is a problem of water pollution in urban areas. The author believes Currently, it is an institutional barrier to building participation among water users who benefit from universal and low-cost access to water. Therefore, there is a need for the establishment of new water user groups. To support cross-border water allocation to create the greatest mutual benefit for water users on both sides by allocating quotas. and allow negotiations between the three types of water users to collect fees. to invest in connecting the water distribution system This is to allow urban ecosystems to be restored by collecting wastewater into wastewater treatment plants and reserve water for production in agriculture and industry. The application of the concept of shared resource management may affect water user organizations in setting rules and mechanisms for clear water resource allocation. and cover more which will cause fairness to water users Create sustainability and security of water resources in Chiang Mai in the future. Based on the principles developed from the concept of Elinor Ostrom.
