Abstract

The purposes of this study were 1) To study the methods of solid waste management in Chiang Mai Municipality Under the Community Solid Waste Management Action Plan "Clean Province" 2) To study the problems and obstacles in the solid waste management in Chiang Mai Municipality Under the Community Solid Waste Management Action Plan "Clean Province" 3) To find out and recommendations for the management of solid waste problems of Chiang Mai Municipality. The methodology of this research was qualitative research, documentary inquiry, in-depth interviews, and participant observation. The study found that Chiang Mai Municipality has applied a solid waste management policy Under the Community Solid Waste Management Action Plan "Clean Province" to use as a guideline for waste management in the area from 2017 to 2020. There have been problems and obstacles to solid waste management caused by the centralized powers of development policies that make the growth of Chiang Mai city. As a result, Chiang Mai Municipality has no role in planning and controlling the development of the city causes the problem of solid waste in Chiang Mai Municipality and requires a large budget to manage, including this policy formulation of solid waste management from a central decision, regardless of contextual differences, the environment, and the limitations of local administrative organizations.

Another problem that important is people's perception of information about waste management in Chiang Mai Municipality is still low. Therefore, people do not pay attention to their participation in solving these problems. In addition, The Mayor of Chiang Mai Municipality does not attach great importance to the waste reduction at the source, including the use of compulsory measures to reduce the problem of solid waste as it may affect the popularity scores and votes of local administrators. The researcher suggested that there should be a clear improvement of the management structure. Central must not intervene or control Local government in public service management. The integration of the development center in Chiang Mai should be solved by promoting urban development allocated to local and other provinces in equal to prevent growth environmental problems. On the participation of the people, there should be multiple cooperation networks to solve the problem of solid waste and prevent local political conflicts. In addition, the Mayor of Nakhon Chiang Mai Municipality must focus on the management of solid waste at the source by cultivating citizenship consciousness. Especially, the perception of information about the solid waste management including the importance to local administration and development by making to be a subject in education or as a basic knowledge to students and citizens. To create understanding and consciousness of the importance to participate in the development of their locality. Moreover, In case of waste management problems. There should be an explanation of the cause of the problem to the public to participate in the problem analysis and create people's participation in waste management.
