Abstract

Study subject Collaboration in the Subdistrict Level Planning Development According to the Planning and Collaborative Area Development Plan Approach in Huaysai Subdistrict, San Kamphaeng District, Chiang Mai Province. The objectives of this study were to study the nature of cooperation guidelines, problems, obstacles and outcomes from a stakeholder in the process. This study using a qualitative research methodology. Data were collected by semi-structured interview. The informants were government officials involved in the preparation of the subdistrict level planning development, including officer from the Huaysai subdistrict municipality and the San Kamphaeng district administrative office and practitioners in the people sector involved in the preparation of the development plan at the subdistrict level, such as the village headman, village committee representatives; and 10 representatives of the community. The results of the preliminary study found that in the process of collaboration in the subdistrict level planning development the public sector Huaysai subdistrict municipality which is a local government organization and the San Kamphaeng district administrative office which is a regional government agency. It is characterized by having a local government organization as an intermediary that helps collaboration between the people's sector and the provincial authorities because the local government organization is closer to the people in the area. Therefore, Huaysai subdistrict municipality acts as a mentor who advises, supervises and assists the people's sector in preparing their own development plans. While the main obstacles in the preparation of subdistrict level planning development are both internal and external factors. Including internal factors, namely the lack of knowledge and experience in accordance with the guidelines set by the government. And external factors are the epidemic situation of the Coronavirus Disease 2019 that affects the process that requires the local community. The last is the result in the opinions of stakeholders, it was found that the preparation of subdistrict level planning development resulted in development projects that government sectors would implement. It comes from real problems in the area and meets the needs of the people more than ever. Because in that process, the people's sector plays an important role as the main propellant of the propulsion. It made they feel that the subdistrict level planning development that was truly a development plan for the people in Huaysai subdistrict. While the government sector has benefited from the people who prepare the development plans themselves because it reduces the workload and duties of government agencies.
