Abstract

Traffic congestion problem in Chiang Mai city during peak hours mainly causes travel delays. To alleviate this problem, Travel Demand Management (TDM) is practically utilized as an effective method to control and/or reduce the use of private vehicles. Moreover, it also can promote other alternative transportation modes. This research aims to analyze factors that can influence determining of TDM measures by creating a questionnaire for local and relevant agencies using the SWOT analysis to screen TDM measures, using Analytic Hierarchy Process (AHP) to prioritize important factors and score them using the Fuzzy Multi Attribute Decision Making (FMADM) approach. In addition, the Simple Additive Weight (SAW) was utilized to assess the importance of TDM measures. This study explored insights from expert groups classified by the extent of highway responsibility consisting of the Department of Highways authority, the Department of Rural Roads authority, the Department of Local Highway authority and the academic professionals in network planning or the departments involved in policy planning in Chiang Mai city to give the TDM information. The study results found that significant factors and TDMs for all agencies include implementation, acceptability, intelligent transportation system, roadways and walkways improvement, traffic management and law enforcement measures. In addition, the municipality indicated additional measures such as public transit campaign and bus service improvement should be more concerned.
