Abstract: This purpose of this research are 1) to assess the teachers’ need for the development of English language instructional management for upper secondary students 2) to develop an instructional model using Active Learning Strategies to enhance analytical thinking skill and English learning motivation of upper secondary students 3) to study the result from implementing an instructional model using Active Learning Strategies to enhance analytical thinking skill and English learning motivation of upper secondary students. In this research, the researcher proceeded according to the research and development methodology in four processes as follows: stage 1: Study and analyze important information for designing and developing the instructional model. The sample consists of 100 English teachers, selected by Purposive Sampling method. The research tool used consists of Teacher Needs Assessment Form for developing English instruction for upper secondary students. Stage 2: Designing the instructional model and applying the developed instructional model to determine the quality of the model. The target group are 5 qualified experts. The research tool used consist of the quality assessment form of the instructional model Stage 3: Implementing instructional model by applying and utilizing the developed instructional model in the second semester of the academic year 2021. The sample consists of 28 upper-secondary students in Mathayomsuksa 5 (11th –grade students) who were chosen by Cluster Random Sampling method. The research tools used consists of an analytical thinking skill assessment form and English learning motivation assessment form. Stage 4: Assessing the use and improving of the instructional models, the quantitative data were analyzed by using mean, percentage, standard deviation, PNI modified index and t-test. The qualitative data were analyzed by content analysis and descriptive description. Research findings found that 1. The needs of teachers to develop the English instruction for upper level secondary school students is to develop analytical thinking skill and enhance English learning motivation through Active Learning Strategies. 2. The developed instructional model developed by the researcher consists of 6 elements: 1) objective, 2) principles, 3) Instructional process in 4 stages – (1) Boost Motivation (B), (2) Team Learning Planning (T), (3) Analytical participation (A), and (4) Accuracy Confirmation (A) 4) learning media and resources 5) students and teachers roles, and 6) assessment and evaluation. The overall quality assessment of the instructional model was at the most level (mean 4.83). 3. Results of instructional model implementation was found that the students had analytical thinking skills after learning higher than before learning at the .01 level of significance in sequence. And the learning motivation after learning was higher than before learning at the .01 level of significance in sequence.
