Abstract

This research entitled “Enhancing for Developing Collaboration Process in the Preparation of Development Plans at the Area Level of Baan Thi District, Lamphun Province” aims to explore the guideline to develop the collaborative process in the preparation of development plans at the area level of Baan Thi district, Lamphun province, 2) to examine the role of the key units in collaboration process in the preparation of development plans at the area level of Baan Thi district, Lamphun province and 3) to investigate the factors affecting the collaboration process in the preparation of development plans at the area level of Baan Thi district, Lamphun province. This is the qualitative research that semi-structure interview was used for data collection. The 13 informants are divided into 5 groups which are Group 1: 4 integrated committees from the sub-district administrative board, Group 2:3 integrated members from the district administrative board, Group 3:2 Chief Executive of the Sub-District Administrative Organization and Chief Executive of Sub-District Municipality, Group 4:2 local administrators and Group 5:2 community leaders. The findings reveal that guideline to enhance the developing collaboration process in the preparation of development plans at the area level of Baan Thi district, Lamphun province are process of development plans at the area level and strategy formulation in selecting projects.

The roles of the key units regarding the collaboration process in the preparation of development plans at the area level of Baan Thi, Lamphun province consist of (1) role of people who drive the development plans (2) role of people who cooperate the development plans and (3) role of people who develop the development plans at the area level of Baan Thi district, Lamphun province.

Moreover, there are 6 factors affecting the collaboration process in the preparation of development plans at the area level of Baan Thi district, Lamphun province including (1) Good collaboration among related units (2) the readiness in terms of resources (3) the clear regulation (4) leadership (5) the appropriate timeframe initiating the development plans and (6) the apparent duty and responsibility.
