Abstract: | This research aims to present the role of community leaders or village headmen in managing diversity and inclusion in the Temporary Shelter for Displaced Persons from Myanmar in Ban Mae Lama Luang, Sop Moei Subdistrict, and Ban Mae La Oon, Mae Sam Lap Subdistrict, Sop Moei District, Mae Hong Son Province. Focuses on (1) studying and explaining the role of community leaders in the Temporary Shelter for Displaced Persons from Myanmar management in Ban Mae Lama Luang and Ban Mae La Oon, (2) studying the problems and obstacles affecting how the leaders manage the shelters’ area in Ban Mae Lama Luang and Ban Mae La Oon, and (3) presenting solutions to leaders in Ban Mae Lama Luang and Ban Mae La Oon, Sop Moei District, Mae Hong Son Province. The methodology of this study uses qualitative research studies by participatory observation and non-participatory observation. With the focus-group discussion interviews; a total of 20 informants in 5 groups, consisting of 4 village headmen, 1 civil servant under the Department of Provincial Administration, Ministry of Interior, 8 representatives of the people in 4 villages, and 3 representatives of international organizations and private charities; and descriptive analysis of data by a triangular data analysis method (Triangulation) The results indicated that the community leaders or village headmen played a crucial role; both formal and informal administration; in supporting the work of the administration and help solving various problems that occurred between the Thai civilian community and the Displaced Persons, by being middlemen communicating and seeking for mutual benefit between the two communities. This requires the village headmen in the related areas to have unique communication skills of solving problems in Karen language and ethnic, understanding human rights and humanitarian principles, in order to make both the community of Thai citizens and the Displaced Persons be able to live together happily. The problems and obstacles; affecting the role of the leaders in the shelters’ area management in Ban Mae Lama Luang and Ban Mae La Oon; are security issue and legal concern of forming a shelters’ committees to support the work of the village headmen. The solutions are (1) reducing the number of Displaced Persons fleeing the conflict, (2) encouraging The TBC (Thailand Burma Border Consortium) and other NGOs to support enough consumer goods to meet the requirements of the refugees, and (3) forming various committees to help community leaders or village headmen in communicating and resolving disputes. |
