Abstract: This research aimed to 1) study the roles and responsibilities of the Fast Operation Unit under the Chiang Mai Communicable Disease Committee's Order, 2) identify the problems and obstacles in the performance of the Fast Operation Unit under the Chiang Mai Communicable Disease Committee's Order, and 3) propose the potential solutions to problems and obstacles in the performance of the Fast Operation Unit. This research was a qualitative study. Regarding the study methods, the key informants in this study included (1) ten governing officers (Deputy District Chief), (2) ten persons of Chiang Mai Volunteer Defense Corps, and (3) five individuals as affected. The in-depth interview was used and the data were then analyzed using the content analysis method. The results were the followings: (1) Regarding opinions of the operators toward their roles in enforcing the surveillance measures and monitoring the compliance under the Chiang Mai Communicable Disease Committee's Order, no realization of the lessons learned and no good preparation for the spread of the COVID-19 outbreak, causing the strict enforcement of Chiang Mai for effectiveness and efficiency in controlling the spread of the COVID-19 pandemic, were regarded as more responsibilities and burdens to officers and people. Business operators and people in Chiang Mai Province were also affected in daily living due to the strict measures in monitoring and prosecuting the offenders. (2) Regarding opinions toward the working process of the Fast Operation Unit under the Chiang Mai Communicable Disease Committee, it showed that (2.1) in appointing personnel and preparing the manpower, there was still a lack of good planning, no clear division of work and assignments, resulting in personnel not understanding their duties and operation procedures as well as insufficient manpower for the operation; (2.2) there were some problems regarding the inappropriate amount of compensation for the duties that were risky and mostly required to perform outside working hours, whereby proper welfares should be provided to officers infected by COVID-19 virus; (2.3) there were problems for inadequate protective equipment in performing duties such as safety equipment and personal protective equipment, except the vehicles for those operations; (2.4) an unclear and improper workflow and lack of practice before implementing the measures resulted in delay in performing duties; and (2.5) in real practice, it was still not ready for the integration with other agencies whereas it truly required the experiences and ability of each individual officer to accomplish the tasks. (3) Regarding the effectiveness of policy implementation, the control and prevention for the large-scale outbreaks were found to be inadequate no matter how efficiently the officers performed their duties because it extremely required the public participation. However, the majority provided good collaboration and felt satisfied with such measures, resulting in the successful operations, particularly for the epidemic control from entrepreneurs selling liquors. It was suggested that the issuance of the orders or regulations that put an impact on the operators and the public should be reviewed to enable them to prepare and deal with this epidemic situation.
