Abstract: This research aims to find out the best alternative planning for water resource development by application of analytic hierarchy process. The important factors for water resource development were determined by using a literature review and the opinions of the experts in water resources development. Then, the analytic hierarchy process techniques to determine the importance of each factor to project prioritization. In conclusion, the importance of the factors includes 6 main criteria. The most important is the engineering factor weight 23.62%, the second is economic 17.38%, the third is environmental impact weight 15.86%, the fourth is hydrology weight 15.57%, the fifth is population and society weight 14.84% and finally irrigation weight 12.73%. After that, apply the weight value of each factor to select water resource development projects in the case study of Rai Dong Village, Ban Luang Sub-District, Chom Thong District, Chiang Mai Province. The best alternative planning for water resource development is alternative number 2 by constructing reinforced concrete weir with diversion flume and the small reservoir
