Abstract: | The purposes of this independent study, Maintaining Community Forest Conservation Network at Ban Luang District, Nan Province, were to explore the maintenance process of community forest conservation network at Ban Luang District, Nan Province, and to study the problems and obstacles in the management of community forest conservation at Ban Luang District, Nan Province. This study employed a semi-structured in-depth interview, group interview, and document analysis to provide evidence for data collection. Twenty of those involved in community forest conservation at Ban Luang District, Nan Province, were interviewed; they were sub-district and village heads, district council members, and government officials, who are the members of Ban Luang Huang Pa Club at Ban Luang District, Nan province. The results of the study showed that the network maintenance process for community forest conservation at Ban Luang District consists of factors in the network operation, which are organizations of activities. There are activities related to religion, local culture, traditions and beliefs, rule-related activities, social order, as well as the activities sponsored by the government. Factors of maintaining good relationships include having members who are aware of the problems and forest's benefits as well as having the same goal in co-operating forest conservation and maintenance. The incentive factor is creating pride and income from forest conservation for the villagers and members of the network. Factors of finding resources to support, promote and provide sufficient and appropriate resources for the operation of the internal network include human resources, financial resources, office materials, environment, and methods of the operations. There are also factors of providing assistance and support for network operations from individuals and agencies both within Ban Luang district and from outside, as well as factors for creating new generation leaders for the members of the network by raising awareness, knowledge and competence from lifestyle and socio-cultural conditions in the community and studies based on institutional education system. Network operation problems from the lack of awareness in forest conservation of some groups include unclear forest areas, causing the invasion of the forest to require the land for the farmming of the villagers, and the problem of migration of working-age people, causing the lack of participants of the network. The suggestion is that the livelihoods of the people should be promoted to have a sufficient way of life. |
