Abstract: This study aimed to evaluate and compare operational efliciency of biomass thermal power plants in Pichit and Kamphaeng Phet provinces by using Data Envelopment Analysis. In this study, data of power plant's operation as obtained from monthly performance reports in the past three years (B.E.2560-2562) of the selected biomass thermal power plants in Pichit and Kamphaeng Phet provinces sorted out by the purposive sampling method, were reviewed. Variables of the study were specified to volume of biomass usage; number of permanent staff, amount of water being used to produce electricity, and operating hours; while the input was identified to volume of electric energy generated. Below were shown the studied results. 1) The power plant no. 2 had the highest level of operational efliciency; followed by the power plants no. 3 and no. 1, in orderly. However, average level of operational elliciency under the constant returns to scale was observed at 0.9118, which implied an inefliciency of power plant's operation in overall. If every power plant could upgrade itself to achieve the operational efliciency, it should be able to reduce its input use in generating the same volume of electricity by 8.82%. On the other hand, with the same volume of input, every power plant could increase its capacity to generate electric power up to 8.82%. In addition, average level of operational efliciency under the variable returns to scale was observed at 0.9591, which implied an inefliciency of power plant's operation in overall. If every power plant could upgrade itself to achieve the operational efliciency, it should be able to reduce volume of input being used to generate the same volume of electric power by 4.09%. Results of the study on scale efficiency indicated that in an overall, the power plants had average level of efliciency at 0.9629. This figure suggested that sale of power plant aflected process of generating electric power. It could also indicate that the electricity generation of the power plants had 3.71% of excess input. If every power plant adjusted its scale to suit for its exact capacity, this incurred excess input would be eliminated. 2) Results of the comparative study on the average level of operational efliciency under the constant returns to scale among the studied power plants indicated that the power plant no. 2 had the highest level of operational efliciency at 0.9503; followed by the power plant no. 3, of which the level of operational efliciency was rated at 0.9342; and the power plant no. 1, of which the level of operational efficiency was rated at 0.8508. Regarding the comparative study on the average level of operational efliciency under the variable retumns to scale among the studied power plants, the findings showed that the power plant no. 2 had the highest level of operational efliciency at 0.9967; followed by the power plant no. 3, of which the level of operational efliciency was raled at 0.9475; and the power plant no. 1, of which the level of operational efliciency was rated at 0.9331. Regarding the comparative study on the scale efficiency among the studied power plants, the results demonstrated that the power plant no. 2 had the highest level of efficiency at 1.0000; followed by the power plant no. 3, of which the efliciency level was rated at 0.9506; and the power plant no. 1, of which the efliciency level was rated at 0.9342.
