Abstract

This research aims to 1) compare the administration of Community Welfare Funds at local level in town Municipalities area, Chiang Mai province. 2) study factors affecting the administration of Community Welfare Funds at local level in town Municipalities area, Chiang Mai province. and 3) synthesize ways to develop the administration of Community Welfare Funds at local level in town Municipalities area, Chiang Mai province. This is the qualitative research that three Town Municipalities; Mae Hia Municipality, Mae Jo Municipality and Muangkaen Pattana Municipality, which have community welfare funds, were studied. The data was collected from the committees and administrator/ the representative of the administration of Community Welfare Funds from each municipality. The in- depth interview was used for data collection as a research tool. The results reveal that (1) the administration of Community Welfare Funds at local level in town Municipalities area, Chiang Mai province consists of administrative aspect, financial aspect, and social aspect. (2) Moreover, the internal factors affecting the administration of Community Welfare Funds at local level in town Municipalities area, Chiang Mai province compose of 1) the organizational structure of Community Welfare Funds 2) the committees of Community Welfare Funds 3) Financial system and accountancy 4) shared target 5) developing plan and 6) members of Community Welfare Funds. Besides, the external factors affecting the administration of Community Welfare Funds are 1) community's context 2) support from the Local Administrative Organization 3) policies and contributions from the government and 4) economic trend of the country. (3) The ways to develop the administration of Community Welfare Funds at local level in town Municipalities area, Chiang Mai province could be divided into 3 levels according to the level of development. 1) At the area-based level, the understanding of community welfare funds should be developed. 2) At the local administration's level, strategic plans, or policies supporting the community welfare funds should be implemented. Lastly, 3) at the federal government's level, the role of the government should be aligned with the local policies.
