การจัดการปัญหาการแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 โดยเครือข่ายชุมชนในจังหวัดลำพูน

Abstract

This study aims to 1) examine the Coronavirus Disease 2019 pandemic management through community network in Lamphun province 2) explore factors supporting the community based management and 3) investigate the mutual collaboration between government and civic sector regarding the Coronavirus Disease 2019 pandemic management. The author is interested in the shutdown procedure done by the community network that was strictly applied in the villages, Takienpom subdistrict, Tunghuachang district, Lamphun province. This is the qualitative study that related document is researched and twenty key informants were interviews. The results reveal that 1) there are 3 steps of the shutdown process to prevent the Coronavirus Disease 2019 which are the decision making step, the management step and the shutdown step. 2) The duration of the village shutdown was about 2 months which was decided and conducted by the community network ie. the local government, the civic sector and the religious sector. The 3 factors affecting the successfulness of this management are ethnical factor, religion and belief. Moreover, 3) the 3 main networks that collaborate on the village shutdown are the network from the local government at the district level and provincial level, the network from community such as the village Headmen, the Village Health Volunteers (VHV), and the network from the civic sector such as the group of housewives in the village, the local people and the religious leader.
