Abstract

The purpose of this study was to evaluate CCTV FULL HD project by Chiang Mai Provincial Administrative Organization. There were five steps in this project: 1) system evaluation, 2) project planning evaluation, 3) implementation evaluation, 4) evaluation to improve the project, and 5) evaluation of the acceptance of the project, as well as the evaluation of the utilization of recorded images for crime victim and related organization. Samples were divided into two groups. The first was organization or agency group that consisted of seven people of director and officers of the Chiang Mai Provincial Administration Organization. The latter was a relevant organization group of the police station that responsible in the Muang district of Chiang Mai. Information was collected from four heads of the investigation team. There were two people groups that were two crime victims in the Muang district of Chiang Mai. The total sample was thirteen people. The semi-structured questionnaires were used as a research tool, and all data were analyzed and evaluated by using the Alkin’s evaluation method. The results of this research showed that the evaluation of the project, for all five steps, based on the Alkin’s evaluation method was consistent with the purpose of the project. Because the results of this project were necessary evidence for the relevant organizations, so these results were used as clues to identify the offender and to help crime victim to get justice faster.The success of this project resulted in the Chiang Mai Provincial Administration Organization, as the project owner, planned to develop this project continuously. The further plan was to install Full HD CCTVs in twenty-five districts, originally installed only in eleven tested districts.
