Abstract

The study entitled aims to 1) examine the need of public service delivery and the risk that might happen in the Pratratpoogum Subdistrict Municipality 2) study the procedure of risk management implemented by the administrators in the Local Administration and 3) study on the risk management’s outcome implemented by the administrators. This is the qualitative study that data collection was done in the purposive samples including of 3administrators of the Local Administrative Organization, 3 Chiefs of the Office working for Local Administrative Organization, and 4 community headmen. The in-depth interview was done using the semi-structure interview method. The related document was also studied. From the study, the results reveal that First, in terms of public services, the administrators of Local Administrative Organization mostly focused on quality of life and infrastructures respectively. For the Chiefs of the Office, they mostly focused on infrastructure and the quality of life respectively. For the headmen, they mostly focused on investment, environmental resources, cultural arts and infrastructures respectively. The risk management in public services delivery that could happen is the operational risk, the financial risk, and the legal risk on policies, laws, and regulations. Second, the administrators of the Local Administration had applied the risk management. The risks that might happen were specified and evaluated to determine and prioritize. The risk sharing was done to allocate and response the risk. Lastly, the outcomes responding of the risk management in public services delivery led by the administrators are risk reduction, risk sharing, and risk acceptance.
