Abstract: A study on Transparency and Performance Relations of Local Administrative Organizations in Chiang Mai Province aims to (1) study the performance efficiency level of local administrative organizations in Chiang Mai Province, (2) to analyze the relationship between the result of the integrity and transparency assessment and the performance efficiency of local administrative organizations in Chiang Mai Province, and (3) to analyze other factors that affect to the performance efficiency of local administrative organizations in Chiang Mai Province. In this study, the researcher selected the quantitative method by using the dependent variable data analysis model as the fraction or percentage. The researcher aims to analyze the integrity and transparency level relating to the performance efficiency of local administrative organizations in Chiang Mai Province. According to the sampling of this study, the researcher selects 210 local administrative organizations in Chiang Mai Province, including 1 city municipality, 4 town municipalities, 116 subdistrict municipalities, and 89 subdistrict administrative organizations, except Chiang Mai Provincial Administrative Organization. This study gathers secondary data from reliable sources. The data consist of the local performance assessment (LPA) of local administrative organizations for the fiscal year of 2019, the result of the integrity and transparency assessment in the government agencies performance (ITA) for the fiscal year of 2019, organization types, local government revenues and expenditures, area size, population, expenditure budget, number of staff, and distance. The results of this study showed that, first, all local administrative organizations in Chiang Mai Province passed the minimum standard of LPA identified by the Department of Local Administration. The results in all aspects on average were at an excellent level. Considering each aspect this study further found that the third aspect was at a good level and the first, second, fourth, and fifth were at an excellent level. Specifically, the Suthep Subdistrict Municipality, Mueang Chiang Mai District, had the highest points of the LPA compared to others. On the other hand, Hot Subdistrict Administrative Organization, Hot District, bad the lowest LPA score compared to others. Second, the ITA is significantly related to the LPA, suggesting that when the local administrative organizations have high transparency level, their efficiency increase rather than others. Finally, the organizational type, total local expenditure per capita, and population were also significantly associated with the increase of local organization's performance. However, an increase in staff number caused a decrease in local administrative organization performance efficiency. In conclusion, this study indicated the necessity of enhancing local administrative organization's performance consistent with the LPA indicator and the suggestions for increasing sustainable efficiency in the long run. For further study, the researcher might study the other factors such as leadership or administrator attitude to achieve the essential data for improving the higher efficiency, or study on the same topic but scale up the population scope to the entire country.
