Title: Administration Model of Civil State Schools to Improve the Quality of Education

Abstract: The research objectives were 1) to study a condition, problems and factors supporting the administration of civil state school, 2) to create and develop a model and a handbook of administration for civil state school in order to improve the quality of education, and 3) to study a result of implementation of model and handbook of administration for civil state school. Tool and method were focus group, workshop, questionnaire, a workshop record form, a checking form on draft of model and handbook, a checking form of suitability and feasibility, an evaluation form of implementation of model and handbook, and satisfaction assessment on implementation of model, reflection of utilization, data analysis by statistic, frequency, percentage, mean, standard deviation, and content analysis. The result found that the condition of administration of civil state school had an operation/real at high level. Problems of administration of civil state school was at medium level. The most found of problems were learners, curriculum, teachers, and participation. The supporting factors found that overall were at high level from high to low mean score were administration, learning material, budget, and personal.Administration model of civil state school to improve the quality of education created had 6 components consisted of 1) principle 2) objective 3) system and mechanism 4) operational method, PDCA 5) guidelines of evaluation on model and 6) success condition of model. Handbook of administration of civil state school created had 3 parts consisting of part 1 introduction, part 2 fundamental knowledge of administration of civil state school, and part 3 administration model of civil state school to improve the quality of education. The results of evaluation on suitability, feasibility and correctness of model and handbook were at high level. The result of implementation of administration model of civil state school to improve the quality of education following cycle of quality: PDCA and key performance indicator (KPI) in 5 strategies in overall were at highest level and the result of satisfaction on model and handbook of administration of civil state school overall were at highest level. The result of reflection found that model and handbook were useful to administrate the civil state school for efficiency and effectiveness. The administrator had knowledge and understanding about administrative theory, policy of administration of civil state school, teacher and educational personal, committee of basic educational school, parents, community, and network members understood the policy of administration of civil state school and participated in development school with full potential under their roles. The administrator implemented the administration model and handbook for civil state school to be more efficiency and effectiveness.
