Abstract: A study of the management system in Survey part of Lamphun Land Office had 3 objectives, which were 1) to study about the management concept of Head of Survey department in Lamphun Land Office 2) to study the management process in Survey department of Lamphun Land Office 3) to study the management effectiveness in Survey department of Lamphun Land Office. This study was a qualitative research. The data were collected from individuals concerned with the management model in Survey department of Lamphun Land Office. The researcher used the in-depth interview with 13 individuals, including the land officers, Head of Survey department, and the performing officers. In addition, there were group discussions with representatives of various parties. The results were shown as follows: the management concept; Head of Survey department brought the principle of public management to deploy, especially the Good governance or the new public management adapted to the status and the circumstances or the structure of the management system in their office. The management of Head of Survey department to achieve the goals could be accomplished by several factors such as to understand the subordinates, to use the principle of decentralization, bringing the Good governance to use in the administration, improving the roles of subordinates to suit their abilities and personalities, listening to the opinions of subordinates, and roles and responsibilities were clearly divided. Most importantly, there was the management that took into account the common good over the personal gain, using the power management that focused on the fairness, and the management that looked at the problems from bottom to top. Therefore, the success of management would achieve the purpose. The management of Survey department of Lamphun Land Office used the management principle or management system that took into consideration the policies of the organization. The system had to be related in the operation. The interaction between the organization and the officers had to be linked consistently so that the management process of Survey department would be a process that the organization had systematic management. And there were interactions among Survey department, Lamphun Land Office, and the officers obviously. Thus it could be leading to a more efficient operation itself. The effectiveness of management of Survey department; the executive or Head of Survey department focused on the management that took into account the principle of operation to achieve purpose and considered the organization’s goal by using its resources wisely such as human resources, office supplies, media, etc. Meanwhile, when the resources were used wisely, it had to be maintained in both resources and materials. Using a participatory process to define ways to work together; when working in organization created problems, everybody involved had to take responsibility for the issues or difficulties arise. The organization could adapt to its environment and develop to the existence of the situation. The most important aspects of the operations in organization, everybody had to use the management principle that recognized the worthiness, the break-even point, the convenience of operation, and the groups who had benefited the most satisfaction. The organizational effectiveness evaluations which Survey department used were as follows: 1) adaptation to the environment 2) achieving the goals 3) satisfaction of clients 4) advancement and satisfaction of employees 5) acceptance of society.
