Abstract

The ultimate goal of this study is to find out relationship between decentralization of authority to local administrative organizations and standards certification of local administrative organizations in Chiang Mai Province on public services and operation results of local administrative organizations in Chiang Mai Province on public services, in terms of mission and type of local administrative organizations. The methodology is based on analysis of gathered data from certification report of local administrative organizations in Chiang Mai Province mission on public services for 211 organizations between B.E. 2553 – 2557. The study results can be concluded as follows: 1. The standards certification of local administrative organizations in Chiang Mai Province on public services have harmonized relation with missions that were transferred to local administration organization, following the Act of Establishing of plan and process to decentralize authority to local administration organization B.E. 2542. 2. The operation results of local administration organizations in Chiang Mai Province on public services are as follow: 2.1 In terms of operation: The transferring mission is at fair level. 2.2 In terms of development: The public services are continuously better, time by time. 2.3 In terms of mission: The missions on promoting of religion, fine art, culture, and tradition are at the best level. Meanwhile, the missions on planning to promote investment, commerce, and tourism are at moderate level. 2.4 In terms of local administration organization type: The study results illustrate that the city municipality performs better operation than other local administration organizations.
