Abstract: The purpose of this study was to investigate the way of personnel development along with ethics and morality standard of Chiang Mai Probation Office, and was to study the factors on the process of personnel development along with ethics and morality standard of personnel of Chiang Mai Probation Office, and was to study the outcome of personnel development along with ethics and morality standard of Chiang Mai Probation Office. Qualitative research design was used in this study. Subjects were the director of Probation Office, an officials, a probationers and their cousins. Collecting data by a Structured of formal interview, and non-participant observation, and documentary research. It was found that; the way of personnel development along with ethics and morality Standard of Chiang Mai Probation Office hold on 3 ways of personnel development section. Firstly, section of ethics and morality about a general job description. It composed of 5 Parts. 1. Principle of clarity and inspectable. 2. Circumspect and prudent, responsibility, and job consciousness. 3. Fearlessness for an illegal powers, hold on the correctitude and fairness. 4. To coordinate of unity and good cooperation in society, and. 5. To make away for deteriorate an image, and honor of Department of Probation. Secondly, section of ethics and morality about job description on the outsiders, and. Thirdly, section of ethics and morality on a commander, under commanders, and staffs. Factors about an effect on process of personnel development along with ethics and morality standard can separate into 2 factors. That are internal factor and external factor. Internal factors are composed of the Director thoughtfulness way that hold on a Correctitude by law and the process of development for knowledge and skill practice upward by training project. External factors are models of organization of Probation Department culture, Probation General policy, Valuable of Probation Department, practices and regulations of Probation Department. Personnel development outcome along with ethics and morality standard of Chiang Mai Probation Office was found that the feedback of probationers and their cousins on service of probation office are very high satisfy level, and it effect to do their jobs to used more mercifulness, honor honesty, equality, and clarity principles, especially, the reward reception about their job description under the principle of ethics and morality from an organization of official. The result of this study was to propose by 2 levels. Policy level. 1. Punishment criterion creation for criminals. 2. To opportune all of probation officials go to join about ethics and morality training project. 3. To have a service steps by video tape. 4. Budgetencouragement for an ethics and morality reward reception for all of sections. Practice level. 1. To special service for an older and tribes. 2. Probation officials should be set their job system and plan to do finish their jobs in time. 3. To set MOU, should be make credit negotiation by organization administers.
