Abstract

The independent study on Creating Land Price Appraisal Transparency by “Touch Screen Price Appraisal Kiosks” Innovation of Lamphun Land Office, Lamphun Province was aimed to 1) study the efficiency of land appraisal through Touch Screen Price Appraisal Kiosks 2) study about the transparency of land appraisal by Touch Screen Price Appraisal Kiosks 3) study the problems and obstacles in implementing Touch Screen Price Appraisal Kiosks to use in Lamphun Land Office, Lamphun Province. This research was composed of qualitative research and quantitative research. The samples used in this study were executives, officials, and general public who received services from Lamphun Land Office. The data were collected by using the ways as follows: 1) in-depth interview with 5 executives and 12 officials 2) focus group discussion with 25 clients and using 400 copies of questionnaires with general public who received services from Lamphun Land Office. The findings indicated that using Touch Screen Price Appraisal Kiosks were results as below. 1) The efficiency of the officials performance was better, reducing the process of public service, and response to the needs of general public in part of basic data monitoring. 2) There were transparency in the disclosure of the land appraisal, audittability, and enhancing the image of the transparency in the public eye. 3) The most problems and obstacles were that the database of recent land certificate was not current. The suggestions of the study were as below. 1) The innovation should be developed the application on smartphone or internet which allow people download any information and map from that site and provide more spots to place Touch Screen Price Appraisal Kiosks in shopping malls. 2) The database should be updated and connected to the information technology system of The Department of Lands.
