Abstract: Chronic obstructive pulmonary disease (COPD) is a major health problem that has a physical, mental and socioeconomic impact on patients and their families. COPD adversely affects the respiratory system and other organs. Pulmonary rehabilitation is recommended to improve health outcomes and reduce the use of health services. Non-adherence to pulmonary rehabilitation still occurs among persons with COPD. This operational study aimed to determine the effectiveness of implementing the Empowerment Program on Pulmonary Rehabilitation for Persons with COPD. This study was conducted at a community hospital, Uttaradit province, from April to August, 2014. There were 2 groups of subjects, before and after implementing Empowerment Program (n=73 and 55, respectively). The process of implementing the program was based on the framework proposed by the National Health and Medical Research Council (NHMRC, 1999). The outcomes were assessed according to behavior in practice of pulmonary rehabilitation and frequency of health services utilization due to dyspnea exacerbation. Data were analyzed by using descriptive statistics. The results of this study revealed the followings: 1.The percentage of participants who showed good practice in pulmonary rehabilitation and received care before implementing the program was 10.96% while the percentage of those who received care after implementing the program was 41.82%. 2.The percentage of participants who accessed health services due to dyspnea exacerbation who received care before implementing program was 78.08% while the percentage of those who received care after implementing the program was 89.09%. The findings of this study verify the effectiveness of implementing the pulmonary rehabilitation program. The researcher recommends systematically using this program in community hospitals. Further studies should be conducted to investigate the long term effects of the program and evaluate other outcomes.
