Abstract: Mae Khao river represents the harmony of the river and the diversity of areas, people, communities, and cultures, which change over time causing water pollution problems in the area. The study aims to discover the Mae Khao environment by considering the dependence of the river on the Urban and Peri-urban areas, social capital analysis and management, and the practical process to improve water conditions in order to establish the regulations of water management for sustainable water use of the communities. The research applies a mixed method by interviewing sampling 389 residents and the community leaders. The result of the dependence on the river of the respondents living in the urban and peri- urban areas showed those in both areas use water for provisioning services and cultural services, which are different from what it used to be in the past, mainly because of the water pollution, land use change, and cultural changes. The analysis of the level of social capital showed that the respondents of both are eas are in the middle level. In terms of networks, in both urban and semi-rural areas, people tried to accumulate within the community to manage Mae Khao water which is a link at the community level. The agglomeration of communities have been established from one sub district to another, and from one village to another even though they are located in different sub-districts. Local government departments support budgets and equipment to solve the problem. However, the connections still be individual local management and are not considered as a river basin network, since they lack consistency and pattern to manage the water. This shows that the communities are vulnerable to effectively executing water management as a network.The management approach for the Mae Khao river community of both urban and peri-urban areas is to set up a board of committees, extend the network from community level to river basin level and enforce the water management regulation of Mae Khao, Chiang Mai.
