Abstract: This research aimed to 1) study context and situation of learning management with design thinking-based learning which promotes innovative thinking of students at Chiang Mai Vocational College, 2) create develop and research about design thinking-based learning which promotes innovative thinking of students at Chiang Mai Vocational College, and 3) to evaluate design thinking-based learning innovation which promotes innovative thinking for vocational students. The data collection for research and development were held in four stages. The first stage was to study context and situation of learning management by literatures review and interview including experts. The second stage was to develop and research about the efficiency of such learning management innovation. The third stage was to present the result of learning management innovation development. This last stage was to evaluate the innovation. The study shows that three results. First, knowledge about creative and free thinking is good context and situation which would lead to good learning management. However, relevant resources which would support learning management are still lacked. Second, learning management innovation, teacher guidebook, was evaluated by 5 experts and gained 0.95 points for Index of Consistency (IOC), which means proper level. Lastly, learning management innovation was evaluated by 5 teachers from different vocational schools in Chiang Mai and gained 0.86 points for IOC, which means proper level. This result also showed that the innovation was applicable to learning management.
