แนวทางการจัดการไฟป่าของชุมชนตำบลก้อในพื้นที่อุทยานแห่งชาติแม่ปิง อำเภอลี้ จังหวัดลำพูน

Abstract

This study aims to 1) investigate the cooperation and participation in the forest fire management of the community leaders, community member, and the respective staff for forest fire management in Mae Ping National, Lamphun province 2) study the causes of collaboration and absence of collaboration of the community leaders and member regarding the forest fire management 3) study the difficulties of forest fire management of Kor Subdistrict Community in Mae Ping National Park, and 4) develop the collaborating guideline for the respective staff and the community for forest fire management. This is the qualitative research that 27 key informants- the Head of Mae Ping National Park, the Head of Forest Fire Control Division Mae Ping National Park, Mayor of Kor Subdistrict, the village headmen from 3 villages were interviewed for data collection. The results reveal that 1) the community leaders have cooperated at all levels in forest fire management when some community members are participated in at all levels of forest fire management. 2) The collaborating opportunity of the stakeholders is important because they could share, give comments, choose appropriate patterns and procedures of forest fire management which was not done by laws. The sincere management and public mind without prejudice related to the collaboration and absence of collaboration in forest fire management. Moreover, 3) the difficulties found in this study are 3.1) there is no clear agreement done by the respective group of people i.e. the local municipality, the community leaders, and the community members. So, there are no strict measures to implement in the area. Also, 3.2) there is no continuing public relations when 3.3) the area is quite big so it is difficult to control the forest fire. 3.4) The fuel management is problematic comparing to the conditions such as burning time, human resources and weather. 3.5) Clearing the ploughing to prevent the forest fire cannot be done because some National Park connecting areas owned by the locals are undocumented. Therefore, the government cannot provide the financial support to the local people. 3.6) The locals lack of public mind and have low concerning level towards the forest fire problem. 3.7) Last but not least, the low quality of life in the off-harvest season causes the low incomes so people tend to go inside the forest looking for things that can earn money. 4) The discussion that leads to the clear agreement committing on the forest fire problem should be done and implemented. The precise conclusion should be done after the works so that it could increase the effective level of forest fire management of Kor subdistrict community in Mae Ping National Park, Li district, Lamphun province.
