กระบวนการและผลลัพธ์การดำเนินงานของคณะกรรมการจริยธรรมการวิจัย คณะพยาบาลศาสตร์ มหาวิทยาลัยเชียงใหม่

Abstract

การพิจารณาโครงการวิจัยของคณะกรรมการจริยธรรมการวิจัยต้องเป็นไปตามมาตรฐานสากล การวิจัยเชิงพรรณนาครั้งนี้มีวัตถุประสงค์เพื่อศึกษากระบวนการและผลลัพธ์ในการดำเนินงานของคณะกรรมการจริยธรรมการวิจัย คณะพยาบาลศาสตร์ มหาวิทยาลัยเชียงใหม่ กลุ่มตัวอย่างประกอบด้วย คณะกรรมการจริยธรรมการวิจัยและผู้บริหารด้านการวิจัย จำนวน 10 คน และนักวิจัยที่ยื่นขอรับการพิจารณาโครงการวิจัยในช่วงเดือนกันยายน 2557 ถึงเดือนกุมภาพันธ์ 2558 จำนวน 83 คน เครื่องมือวิจัยประกอบด้วยแนวคำถามและแบบสอบถามความพึงพอใจ วิเคราะห์ข้อมูลโดยใช้สถิติเชิงพรรณนาและการสรุปประมวลความคิดรวบยอด ผลการศึกษาพบว่า คณะกรรมการจริยธรรมการวิจัยซึ่งผ่านการรับรองคุณภาพจาก SIDCER มีการพิจารณาให้ความเห็นชอบโครงการวิจัยสอดคล้องกับแนวทางจริยธรรมสากลทั้งมาตรฐานคุณค่าทางวิชาการและจริยธรรม ปฏิบัติตามวิธีดำเนินการมาตรฐาน ด้วยตระหนักในสิทธิสวัสดิภาพของอาสาสมัคร มีการพัฒนาระบบรองรับการจัดเก็บเอกสาร จัดอบรมจริยธรรมการวิจัยในมนุษย์เพื่อสร้างความเข้าใจต่อนักวิจัย โครงการวิจัยที่ขอรับรองเชิงจริยธรรมการวิจัยพบว่า ส่วนใหญ่เป็นของนักศึกษาระดับบัณฑิตศึกษา ลักษณะโครงการวิจัยเป็นการพิจารณาแบบเร่งด่วน ร้อยละ 63.9 และพิจารณาในที่ประชุม ร้อยละ 36.1 ในภาพรวมนักวิจัยพึงพอใจต่อการบริการด้านจริยธรรมในระดับมาก ร้อยละ 57.8 ส่วนผลการพิจารณาพบว่าโครงการวิจัยส่วนใหญ่ต้องปรับแก้ไข ร้อยละ 96.4 แบ่งเป็นประเด็นเอกสารคำชี้แจงและคำยินยอม ร้อยละ 48.2 ระเบียบวิธีวิจัย ร้อยละ 34.9 และจริยธรรมการวิจัย ร้อยละ 20.5 ทั้งนักวิจัยให้ข้อคิดเห็นว่าการพิจารณารับรองเชิงจริยธรรมการวิจัยมีประโยชน์ในการพิทักษ์สิทธิ์อาสาสมัครและเอื้อความน่าเชื่อถือของผลการวิจัย ผลการศึกษาครั้งนี้ชี้ให้เห็นว่า เพื่อเอื้อให้เกิดคุณค่าผลงานทางวิชาการสู่ประโยชน์ทางสังคมอย่างเป็นรูปธรรม ทั้งการดำเนินงานของคณะกรรมการจริยธรรมการวิจัยมีประสิทธิภาพสูง การจัดอบรมในประเด็นการเตรียมเอกสารเพื่อขอการรับรองเชิงจริยธรรมการวิจัยเป็นสิ่งจำเป็นอย่างยิ่ง

The ethical review of research protocol by an ethics committee has to follow the international standards. This descriptive study is designed to investigate process and outcomeof conducting ethical review by an ethics committee (EC), Faculty of Nursing, Chiang Mai University. The study sample comprised stakeholders, i.e., 10 EC members and research administrators, and 83 researchers who submitted their research protocols for ethical review during September 2014 to February 2015. The research instruments consisted of question guide and satisfaction questionnaire. Data analysis was performed using descriptive statistics and conceptualized summary.The main findings indicated that EC, accredited by SIDCER made an approval decision for research protocols in compliance with the international ethical guideline, both scientific and ethical standards. The standard operating procedures were followed with the recognitionof the rights and welfare of research participants. The development of document filing systemas well as training human research ethics were carried out. Concerning research protocols, almost all of them were own by graduated students. Protocols underwent an expedited review (63.9%), and a full-board review (36.1%). Overall, researchers satisfied with the EC services at a high level (57.8%). In terms of reviewing outcome, most of research protocols required modification prior to approval (96.4%). The issues that need to be modified includedparticipant information sheet and informed consent form (48.2%), research methodology (34.9%), and ethical issues (20.5%). Based on the researchers’ perspectives, ethical review is valuable in terms of rights protection for research participants and strengthened validity of research findings.The results of this study indicated that so as to facilitate the invaluable and advancing scientific knowledge for the societal benefits, and enhance the effective implementation of EC, the training for researchers is essential. Such training should relevant to documentprepared for ethical review.
