การมีส่วนร่วมของประชาชนในการบริหารจัดการพื้นที่รอบกว๊านพะเยาในจังหวัดพะเยา

Abstract

This research had the objectives of 1) investigating the problems of land encroachment around Kwan Phayao, 2) studying the level of participation of the people and the local administrative organizations in management and solving the problems and 3) finding some guidelines for appropriate solutions and management of the problems of land encroachment in the area. The research procedures involved selecting the sample group from two groups using two methods: (1) Focus group comprising leaders of the local administrative organizations, local experts, heads of the sub-districts, village headmen, community chairmen, water user chairmen, local fishermen and members of the water hyacinth basket weaving groups, a total of 50 people as well as (2) 400 people selected to be the sample group by the purposive selection method from those having some land or living in the area surrounding Kwan Phayao, together with people who usually conducted activities related to the lake called Kwan Phayao in six Tambons or sub-districts and one city municipality. The level of reliability was 95% using the Yamane formula. The sample group and the questionnaire created by the researcher served as the tools to collect the data, which was analyzed applying mean, percentage, logit model, maximum probability estimation technique as well as attitude measurement technique of the Likert Scale. The findings are as follows: In terms of people participation in community activities related to Kwan Phayao, 74 percent of them never participated and their opinions about the encroachment, finding solutions to the problems and participating in the management of the surrounding area of Kwan Phayao was at a moderate level. It was also found that the problems related to issuing the documents of rights and illegal land fill into the lake area were due to the obscurity of the land marking of Kwan Phayao, insufficient law enforcement to prevent and solve the encroachment problems because of the lack of participation in these aspects. Accordingly, the sample group suggested some guidelines to solve the encroachment problems by setting up clear boundaries of the lake and conducting an inspection to ensure a clear proof of the documents of rights, and the documents of rights be revoked as soon as it was discovered that encroachment took place along with creating preventive measures against new cases of encroachment by involving the local administrative organizations and the people to prevent the problems of encroachment of Kwan Phayao in the future.
