Abstract: The research was intended to study factors affecting results of law enforcement to reduce accidents on the highway with a speed camera; results of law enforcement to reduce accidents on the highway with a speed camera; and problems and obstacles of police officers’ performance in law enforcement to reduce accidents on the highway with a speed camera in Phitsanulok Province. It was a quantitative research employing questionnaire as an instrument. Data were collected from 79 police officers who discharged a speed detection measure with a speed camera on the highway in Phitsanulok Province and 200 people who travelled on the highway in Phitsanulok Province. Results could be summarized as follows: Regarding factors affecting results of law enforcement to reduce accidents on the highway with a speed camera in Phitsanulok Province, the 6 factors, predominantly, supported the police officers’ performance in law enforcement to reduce accidents on the highway with a speed camera in Phitsanulok Province in the high level. To clarify, factors in cooperation and support of personnel aspect, policy and support of executive aspect, knowledge, ability and appropriateness of police officer staffing aspect, and cooperation of commuters in supporting the police officers’ performance aspect were in the high level. However, adequate material and equipment aspect as well as sufficient budget aspect were in the middle level. In terms of results of law enforcement to reduce accidents on the highway with a speed camera in Phitsanulok Province, it generally achieved in the high level in all aspects; namely, policy from the political and social sectors, law enforcement execution, safety in driving, detection technology, law and punishment, and arguments of the commuters. This was consistent with the result as the people sample strictly cooperated and followed the traffic rules on the highway or paid attention in preventing danger from commuting on the highway According to problems and obstacles of police officers’ performance in law enforcement to reduce accidents on the highway with a speed camera in Phitsanulok Province, it indicated that they lacked incessantly capability development in skill and expertise in speed camera usage. Police officer staffing was insufficient, speed cameras were insubstantial and were not capable of detecting or taking pictures during night time or little light. Traffic signs on the highway were not clearly seen and damaged. Besides, some people did not realize their offending and they lacked knowledge and understanding in speed limit as prescribed by the law. Furthermore, there were minimal and intermittent public relations in speed limit enforcement. Finally, due to guidelines for planning implementation in reducing injury and death on the highway, the government and organizations in the central unit should sufficiently and appropriately allocate budget for implementation concerning the law enforcement to reduce the accidents on the highway. Rules and regulations should be improved and adjusted including the severe penalty. On the subject of the police officers, they should strictly enforce the rules, regulation, and law with the offenders. People or commuters should be on the road carefully and consciously and learn about law, rules and regulation concerning the usage of the highway continually, for instance.
